Deaton Proposes Innovation Dividend Trust to Give Taxpayers ROI on Federal Research Spending
BOSTON, MA – U.S. Senate candidate John Deaton today called for a new approach to federal spending and waste, urging Congress to tie the upcoming Continuing Resolution deadline to real taxpayer return on investment through his Innovation Dividend Trust proposal.
“Washington is once again preparing another short-term Continuing Resolution while Massachusetts families continue to fund billions in federal research with little to show for it,” said Deaton, a Marine veteran and former federal prosecutor. “Taxpayers have financed groundbreaking innovations through NIH, NSF, and DoD that have generated enormous profits for universities, corporations, and endowments. It’s time American citizens receive their fair share.”
Deaton’s Innovation Dividend Trust would function like Alaska’s Permanent Fund but for the innovation economy. The plan would:
- Create a federal trust that returns a small portion of economic gains from taxpayer-funded research in AI, biotechnology, clean technology, and other fields back to everyday Americans as annual dividends.
- Include progressive guardrails such as a base amount for all workers, income caps for high earners, and household-based distribution.
- Ensure taxpayers are treated as venture capitalists who deserve ROI on the breakthroughs they helped finance at institutions like Harvard, MIT, and companies such as Raytheon.
“Instead of more endless spending and kick-the-can Continuing Resolutions, we should deliver real results for the people who pay the bills,” Deaton added. “This is taxpayer-funded innovation, and the dividends should flow back to the taxpayers.”
Deaton’s proposal is part of his broader platform on government spending and fiscal responsibility. It stands in contrast to 50-year incumbent Senator Ed Markey’s record of unchecked federal spending.
